I don't think it's the same, no. This is essentially an extreme form of distancing, so that, in this scenario, if I get caught first, it's hard to find a connection to the other scum, or, if a team-mate is caught first, I get to look good for voting them, and it's hard to catch me.
I'm over simplifying and I think I only took it to extremes once. I was just responding to HB and Bona's conversation, where HB seemed to assume that all Mafia players must lie - which is not always the case.

That's an interesting philosophical question.
You could make the argument that it is, I guess, in the sense that if scum!Jamie said of scum!Ghug, "I think that Ghug is scum here" then technically the words "I think" are a lie, because actually I would know it to be true, but I'd be pretending that I had deduced it.
However, it doesn't necessarily involve making anything up.
I find it easier, as scum, to focus on things which are true, that's all.
