Well, not just any pole vaulter. He was world champion 6 times in a row, the first 3 representing the Sovjet Union, the last 3 representing Ukraine. He broke the world record outdoor 17 times and indoor 18 times. First man over 6 meters.
He is the pole vaulter all others are measured by.

Not particularly but as a Track and Field Olympian Bubka is in the same league as Carl Lewis, Jesse Owens and that Finnish bloke.

I think Bubka's fame goes beyond pole vaulting or light athletics in general. He was more of a figure, certainly explored by the Soviets for propaganda reasons, but the fact remains that he was one helluva of a sportsman. The 6-metre mark was something of the moon landing.
