Thanks to VillageIdiot for reminding me of Futurama. I had thought it couldn't be it because it first appeared n the 20th century. But Futurama started in 1999!

Funny thing is that Zapp is not a villain, but he is a very bad person, so it makes sense you would prefer to have dinner with Faramir.
Also, him leading to a lot of people dying, which was source of humour, was very helpful.

It's essentially a cartoon sci-fi show centred around the adventures of a janitor called Scruffy. It's pretty good.
