Hm, let's talk this out.
It's an animated 'villain' human fictional character from the 20th century that appeared in more then one film that wasn't aimed at children. Earth locations 'appear' which seems to imply it wasn't primarily set on earth (maybe?).
Hm, non-children based animated film seems like it should be a big clue but I can't seem to use that to fuel any guesses.

I can only think of Beavis & Butthead and South Park as last century animated sitcoms that were not primarily intended for kids and have a film spin-off.
I have never seen either film, but reading the synopsis does not give me any antagonists that would also appear in the TV shows.
Anyone else?

The Simpsons has a movie but burns is the only antagonist that would be big enough, maybe psycho mel, But he doesn't even show up in the movie I don't think?
I guess the flintstones was considered Adult for a little bit, but I don't think there's an antagonist there at all?
