I think Neon ending with the Flowers N1 means he was involved in the Bus Driver swap. There is a chance Driver swapped Neon and Sabi, but I think Neon being the driver is the most likely explanation.

I also don’t mind a Vecna kill.

No it's not. They were swapped. But bus driver cannot swap themselves. The bus driver does a weird three person tag shuffle between themselves.

Therefore, Neon/HB could be scum, but Neon/HB can't be the bus driver.
