I've had my free guess but someone else might like to have a go at Sir John Anthony Quayle. He meets all the criteria but I don't think he'd pass the 50% dart test tbh.

Also meeting the criteria but not super well-known are Daniel Massey, and possibly Cecil Kellaway.

I don't recall seeing a reference to darts in the latest interpretation of the rules. A Wikipedia article is now the suggested benchmark... which is pretty much half the population of the planet these days. Regarding the "well known" ness I doubt there are many on here who have not heard him.
With the info to hand it is easy to come up with a finite list (about half an hour's work at a guess).
