Yes, but only very minor parts, I would not focus on that. He is best known for movie by far.

Is the reason you can't answer this because the movie is so fantastical / otherworldly that it does not resemble the real world in any meaningful way, such that it could be dated?

I will explain #3 now that we've established some more info. Character's native language would definitely not be English, but in the movie character only speaks English, so....

I'm a bit confused by your qualification, which doesn't seem completely relevant or necessary. Are you saying as the answer to this question that the character is human? If you aren't saying that, then what are you saying, and as a question - is the character human?

I interpreted your question as: "Did the character originate on planet earth, or is it an alien?"
Which is why I answered that the character is human.

Ok so it's a villainous male character from a Disney movie which, whilst somehow set on something resembling Earth, cannot easily be dated.
Given the previous rather odd answer about dates, I'm going to suppose it might be some kind of mythical or legendary character who was very heavily re-imagined by Disney, to the extent that there could be ambiguity about whether it was even the same character.
