Good observation. In the UK context, as an example, Prince Andrew (he who is u able to sweat) is definitely not a "national leader" but is a member of the Royal family.

In re: the question about whether or not he is a criminal, I cannot give a simple yes or no answer. do you mean:
1) Did he commit a major crime, and if so, what constitutes a major crime?
2) Was he convicted of a crime?
3) Was he arrested for a crime?
4) Do property or financial crimes count, or only crimes against people?
5) Is someone a criminal if they were arrested and convicted, but exonerated for political reasons?
6) What if it wasn't considered a crime then, but is now (or the reverse)?
7) What if there is doubt about his guilt?
Et cetera. I must ask for more specificity before I can give a simple "yes" or "no" answer.
