Just as a point of order, I'm reading your guidance not to dwell on the difference between cinema, TV, or streaming, and also the hint that film is not where the character is best known. From that I'm inferring that television/streaming is also not the medium where the character is best known from. If that's the not the case then I think your hints are bit contradictory.
If it is though, then I'm not sure what scifi media there are outside of novels, comic books, and video. Short stories/novellas? Theater? Podcast? Oral tradition? Epic poem?
I guess at some point I should ask an actual question, so: Was the character's first appearance in media before Jan 1 2000?

I'm going to suggest narrowing down the franchise first, since there are still a lot of options. I'm not familiar with the Genre. Wikipedia list 19 video game telepaths, some of whom are female and some clearly not humanoid.
Does G-Man fit the bill (does he speak?) - question for the audience, not a game question.

He does speak, I checked. It's not Protoss or Zerg because they're decidedly extra-terrestrial. I think Shodan would count as both female and verbal speech.Does G-Man fit the bill (does he speak?)
I think genre would at least be easier to nail down than franchise. For pre-2000 scifi games I think the most likely would be RPG, but strategy and FPS are plausible. Adventure or platformer feels unlikely?

They're definitely a "baddie" in the films they appear in, but the games make the character appear more indifferent towards the main character.
Lack of speech and using telepathy is a trait more explored in the film, since the games don't give this character much room to express themselves.
