Well, the core rules are that at least 50% of people must know of her, so moderately well-known...
If she is not an author, singer, actress, government/elected official, then our challenge is: what other fields of endeavor can bring some measure of fame?
My next try is:
Is/was she an athlete?

Brainstorm, do not treat as actual questions please:
Royalty? Or is that covered by government?
Civil rights movement? Like Rosa Parks, but I guess she would not fit #9.
TV show host? Oprah? Ellen?

Not strictly true. The rule is that if you throw a dart out of the window at least 50% of the people you hit should know who they are. Now if you took a literal interpretation of this rule you could argue that the chances of hitting anyone with a dart out of the window are very small indeed (why not try this experiment at home, kids?), so no one in fact actually needs to know them. Well, of course. There probably aren't 5 names that are known to 50% of the world population!
