I’d posit that it’s a lot more likely for mafia to latch onto a misguided town’s push for another townie (ie: mine on maniac) rather than deliberately try to move a mountain themselves, when there’s no guarantee it’ll gain momentum. They’re more likely to go along with the opportunity than create it themselves
