Because I don't think he is scum hunting. Has he actually done any scum hunting? Every single wagon he leads he hops off of the moment it gets momentum.

I don't have especially passionate preferences here for the most part, and none of these wagons are bad to me, but I would prioritize them like this:

Tier 1: [REDACTED]
Tier 2: Jamie, Vecna, Tom
Tier 3: ghug, snowy
Tier 4: others

Maybe even bump Tom to Tier 3, idk. Jamie and Vecna are the ones that make more sense as targets. Both have been more reactive than I'm used to seeing.
