I do think he's mafia in say 75%+ of universes, but the potential WIFOM situation it puts mafia in is quite valuable, as I've said before. Referring back to my list of possible scum suspects, I'd like to vote Snowy or Tom today, or maybe Rivera or TFB.
Rivera has been flying under the radar heavily, but that isn't super unusual for him.
Tom's biggest thing going for him is being a scum counter-wagon.
I think those three are my pool for today.

JOAT doesn’t have to have actually used the Doc save yet for the mafia to worry about it
Although I’ll grant you that I had it in my head that the JOAT had to use abilities n1/n2/n3 and on a reread of the role PM, that’s just not true
But regardless, JOAT save just makes it obvious, but even setting that aside, supposing that the mafia didn’t want to give you a scan, they still have to worry about a WIFOM battle just over worcej. That’s enough to make it plausible that they went off the radar a bit.
