Well I haven't played with PE before, but for the others:
Ghug's a 50/50 excellent/BB
Vecna is straight being a parrot
rdr doesn't control town enough to keep us all in line
I could see a world where damo fits this, but at time of writing, he's not filled it.
Chaqa? Really? He's good. But he's not sensible.

Worcej is a bad person who creates drama.
Chaqa is a bad player who could be good and occasionally harnesses a bit of that potential and the knowledge of his usual badness to win as scum. He won't be useful for town ever.
