Yes. To clarify, that list is "bozotheclown, celaph, Hamilton Brian, worcej". I think the chance that all three scum are in this list is very small. However, it's also the list of people that haven't made a strong case of HB (as far as I can tell. and yes, I include HB in that list)

If Hamilton is scum, which is looking likely, his teammates are probably already voting for him.
