Marginally, yes. Flum is more likely to do crazy shit.

I think the mafia had a reason for not RBing Durga. It might just have been because Jamie performed the NK, the assassin could not be tracked, and they did not use the smuggler (assuming there is one), so that Durga might accidentally expose the doctor.
