I think scum did vote teacon, but I'm not sure how many. Out of everyone voting teacon, only kgray switched, so I think that's indicative that it's not many.
Yes, absolutely. I'm actively townreading people more if they're posting more. It's not a guarantee that high posters will get townread, though - out of the seven people in the top 10 posters by post count who I rated, I put three as scum, and by word count, it's four out of eight.
I'll caution you that few people change their posting frequency significantly when they're scum. Durga might be the only exception amongst the typical high posters.
