It's based on available points, the opposite of points in play.
In an effort to hide their rank, the top players sometimes put huge amounts of points into new password-protected anonymous games that will never start. Is that what you're complaining about?

Yes, I think that's what he means. I don't think anyone successfully hides their rank though. Besides, points don't indicate skill level at all. Ghost Rating is for that.
I agree that the rank should be based on total points. I don't know how easy that is to change, but I'm quite sure it's not high on the list as the site ranking system is archaic and basically obsolete. That said, the change should probably be somewhere on the list.

Yeah I meant available points, sorry. I accept it would be a low priority but it just seems a bit daft. I, perhaps naively, imagine it would be a simple change.

So if I got this right, one can pump up his rating by joining open positions and gaining some points, and if a player rank Diplomat bets all his points in one game he will become political puppet?

The purpose of the ratings is to more accurately measure the true skill and ability of players by weighting games not by the size of the pot but by the the type of game they are playing and the ability and skill of the other players in that game. It also allows an accurate measurement depicting either improvement or regression over time, whereas once players have gained a significant amount of points, they generally do not lose all of them again. The Ghost Ratings were initially developed in 2008 as a single scoring system but have since been expanded on to include various categorizations, including individual ratings for full press, gunboat, live, and 1v1 games, as well as to weight variants on webDiplomacy differently than the classic board.

Technically, yes. Or you can get points at random from a raffle. That's why no one (should) care about the Rank on the website. We use Ghost Ratings to compare skill.
