Activating white flag is superior to not recruiting though, unless they really really wanted the double voter for whatever mysterious way. Those 30 points give you enough options to take a lot of the good stuff.

The fact maniac flipped town means they moooost likely recruited, because not taking the vengefull along with the double voter would be bad strategy.
