It used to be random, but a few years ago we've added a 'Hungarian algorithm'. What this does is check all of your previous games to determine whether you've received one country (or several) more than others. The further you are away from the mean, the more likely you'll be the first selected for receiving a country you haven't played as much.
I had a cursory look at your profile, but couldn't see a reason for this question to pop up. Usually people ask this when they've played the same country three times in a row

Thanks, how does the "Hungarian algorithm" work and how did it get its name? My hobby is mathematics and I speak Hungarian. A double reason for interest.

No. You cannot use the bot game country selection to game the system if that is what you are getting at.
