Yes, Cypher can vote on a kill, is in the maf chat, and his win condition is the same. Deprogramming is the same as kill. I must have missed editing that one flavour-wise.
Yes, if town flip a scum (or virus kills one) then it happens the next available night for the ship.

@Vecna
To make sure it's clear, the Virus winning doesn't end the game. The game ends when the town kill the mafia, or the mafia make up a majority. The virus has to win before that happens, and if it does town vs. mafia still continues.

In the rare case there's a cross kill resulting in third party being the last player, it can still vote itself with a majority of 1 vote lol.
