That is because it is. Sometimes though we get lucky and catch scum the first day. Sometimes we get unlucky and we lynch a PR because they weren't online near EOD to claim their role (if you are a PR and it looks like you are going to get mislynched, you should claim)

i didn't know making a vote meant you weren't lurking. what does me not making a vote yet tell you? is it telling you that i'm scummy? why would me not placing a vote make me scummy? is it more likely that scum will make a vote within a reasonable time frame to blend in properly? is me not voting yet necessarily something scum would do?

It is possible that in a small game the mafia would not want to make any town suspicious of them early by voting for them, or risk building a wagon on their partner, and therefore wait to place a vote.
