It's hard to guess what sorts of powers could be out there. I think 4 would be the ideal number.

Dunno, was mainly concerned about something like a "divert to second leading wagon" type of thing, since we did not have a clear second. Had something like that happened it would've been just RNG in a rather large pool of players.
