I'm guessing this is a joke but idk? I imagine Austria won't have much choice in the matter.
No moves are actually banned, but I may post a list of everyone who hedgehogged at the end for public shaming.

Reliability rating shows how many moves a player skipped during games.
NMR is 1 skipped move.

I thought "reliability rating" refers to how NICE someone is. The first 1v1 showdown by number of people. Constricted to real diplomacy, it's probably the Century League running now (though I don't know if I'd call that real diplomacy).
