I'm hesitant for us to end this right now, for two reasons:
1. There seems to be absolutely no one defending Vecna, which I would expect at least a little of if he were scum.
2. Five people haven't yet cast votes. Three of them haven't posted. We would essentially have no information on any of them.

That's why intent is given before the final hammer.
If one of the other end voters isn't okay with Vecna being at L-1 they can unend.
