If anything it seems his actions were looking to "save" Temasek? He votes worcej, which Flum interprets as an attempt to see if someone will try to save worcej. Then jumps to Temasek when nothing happens.

Vecna's game is well off. I suspect that is because he's playing on his steam engine and not giving this game the attention it deserves. This however is not particularly AI.
