New Versaille Peace Conference game
We propose, after a first attempt, to resume the experience of a more diplomatic, less stabbing game.
Consequently, the following rules will apply:
1/ only public messaging
2/ Anonymous players
3/ Obligation to declare war before attacking the territory of one of the 7 powers : ie the colored spaces. Does not Apply to fight for neutrals SCs, nor naval supremacy
4/ Right to enter into Non Agression Pact (NAP) with the following conséquences: need to denounce it in turn (n), before declaring war in turn (n+1) and possibility to attack the territory of the other Power in turn (n+2)
5/Right to enter into Defensive Pact (DP) with the following conséquences: obligation to enter into war if the Partner to the DP is attacked. The DP can be general (ie any attack triggers the obligation to enter into war) or specific to one party: if a specific Power attacks
6/ Right to enter into Offensive Pact (OP) with the following conséquences obligation to enter into war if the Partner to the DP attacks. The DP can be general (ie any attack triggers the obligation to enter into war) or specific to one party: if a specific Power is attacked
7/ Right to enter into DMZ agreements, may concern land and navy spaces. Need to be denounces in turn (n) before entering in the former DMZ zone in turn (n+1)
8/ Right to enter into Limitation on Armament Pact (LAP) with the following conséquences: obligation for the parties to limit the number of armies and/or navies.

It seems very interesting, and i would be happy to join this or a future game.
Just one question: while announcements of, or withdrawals from, Pacts obviously need to be public, why do not allow for private press between players when they are trying to reach an agreement? One may be working on different, even conflicting pacts at the same time, and then would publicly announce only the one(s) that were agreed upon.

That's one option I was thinking about.
It seems a good idea. But for this game, we will not change the rules any further. We had a problem on the previous game when we suggested to clarify a point and the guy felt we were rigging the rules.
So for this game, we keep this set of rules but all players should think about how to improve it, and your suggestion is a good one.
However, only public messaging make the game more lively since everything happens in public, including offer to negotiate. That's fun.

What if a nation has a defensive pact with one nation and an offensive pact with other and those two nations go to war?

Simple: declare war on both.
Why?
Goal of the defensive pact: declare war on the aggressor.
Goal of the offensive pact: declare war on the target.
Both pacts triggering at the same time: War, war never changes.
Why?

Does declaring a war against a player bound the ''aggressor'' to actually use his units to attack tactically, or can they stay in effectively a peaceful position?
