I was just reminded why we worded it this way. The idea was that if everyone became infected, the Doctor curing someone wouldn't cancel out the Infector's win. So in fact EMC is right and the game will not end if everyone becomes infected, but the Infector would win regardless of what happens at this point..

The town's win condition states to eliminate the Mafia and hostile third parties, so they could win with the Infector.

The Mafia could also win with the Infector, as they simply need to become the majority or have no chance of losing.
