If the top wagon at 24 hours is scum, and their fake role is verifiable, they have to either claim it when they are unable to prove the role, or take a chance claiming a role that may be counterclaimed. If they claim an unverifiable role, there is no reason they can't still be a lynch candidate. If the top wagon at 24h is scum, they will have an un-CCable fake role to claim. So they claim it, keep a straight face, and presumably the wagon moves to the second highest suspect. Then what? Do you want them to claim at 12 hours?
If the same player is not leading at 12 hours before EOD, I would be OK with asking the new leader to claim at that time.

If we run out of time getting most players on board, we could do it after 36 hours, or 40 hours, or 44 hours. On the other hand, it is after the g-word and the role reads:
