If we end the game here, counting this last phase, then Claesar is the winner with 44 pts owing to Bob being stuck in that not-so-popular coalition

The only person who can declare the outcome, be that victory for Claesar or some other outcome, is a recognised GM.
I have offered to provide this service but Claesar rudely blocked my genuine offer of assistance because that's just the kind of bitter, withered husk he is.

I think we all must still thank you, for it's been fun until it lasted. And everybody knows things happen which prevent one from doing what was planned.

My opinion is unless we finish the last few phases there is no real winner. Not sure how many of us want to continue though. But if Temasek can't do it, and Jamie wants to GM the rest, I'll keep playing.

I believe that unless we finish the remaining phases, we shouldn't declare an absolute winner (also maybe a tiny bit biased here), because the remaining phases would have allowed the rest of the players to place sanctions on any leaders (e.g. Claesar) and probably level the playing field somewhat. Claesar was by no means guaranteed to win.
