Why do so many people lead with this meme? It's almost always a sign to me that the person I'm talking to doesn't want a useful conversation and is just trying to start nonsense conversation so they're not the odd man out.
Has a useful discussion about 'how we split the balkans' ever occurred in the history of Diplomacy?

Sure. From context I guess you're suggesting a three-way conversation between A/I/T? Or I/R/T?
That's happens and _can_ be a useful - if only as insight into what the other people are expecting to happen next.
The most useful times it comes up are when someone is pitching an A/T alliance - the way you split the Balkans there is very important, if you can get through that division you have a lot of good potential.

I'd go as far as to say it needs to be discussed. As a question on its own, it's a shitty way to start communication, but so is anything that simple.
