In your opinion, what should be the number one responsibility of a legitimate government?

I can see an argument for a few things;
Maintaining the rule of law,
Ensuring the nation's military security,
Securing national economic prosperity,
Safeguarding their people's ancient culture,
Even using their influence to bring the world more in line with their beliefs.

I'm certain i've missed a few things off - but what is most important to a nation's wellbeing, and why?

The number one responsibility of a legitimate government is to uphold the rights of its citizens.

And which rights are those?

Life, liberty and the pursuit of happiness.
