Based on the discussion so far, how are these game settings for everyone:
36h phases
Hidden draw votes (I'm not aware of a way to hide other votes, let's just not abuse them)
Anonymous players
1 excused missed turn
DSS scoring (seems to be the current frontrunner)
Bet size: 5
The two games (if we manage to get there) can have different settings if the players agree to change them.

I didn't invite any new players, so the original Russia must have rejoined. If there is a future CD, I will post here before sending invites to other players, and share who joined the game.

Well I thought I had the situation sorted with getting a replacement, but I guess the deadline passed to quickly. Dang. It's actually the original player who returned now, not DarthPorg36.
I'm open to either cancel since the game is not purely competitive anymore, or play on since the original Russia returned.

I don't think, at this point, that the quality of Russia's play matters that much. Germany's advance has been, and probably will be, a bit faster than it would have been had Russia entered reasonable orders, but Russia was in trouble regardless.
Russia was Turkey's ally (thus far), so I'm not sure that Turkey has gained any meaningful advantage, and Austria has very little room to maneuver in any case.
I would support cancelling the game if all other players were in favor. If even one player wants to play on, I think we should.

Since it is gunboat, I am going to refrain from discussing the positions on the map and any specific impacts on strategy that the NMR may have caused (my last post was when Russia was still missing). I think the impacts are greater than you are giving credence for, though, for reasons that will be evident in coming turns.

This has predictably devolved into Germany and Turkey squeezing out Russia and whittling out everyone else.
