Hello everyone, I'm new to this game and was wondering how a stalemate is decided in a game. I know that it has something to do with one country having 17 supply centers but I can't understand why it can't just get another center and win.

Because of other players defending and preventing them from capturing the 18th one?

So is a stalemate decided or is it just physically impossible for the main superpower to get that 18th center?

A stalemate line is simply a line of provinces that, when properly defended, cannot be invaded by an attacker, no matter what they do.
As you can see in the article linked by JECE, there are lots of stalemate lines, most of which smaller than 17 SCs.

Then, in the standard map, there are at least two 17 SCs lines, which can be used by an alliance of minor powers to stop the board leader to solo, or by two players who agree to a 2-way draw: the west/east or "main" line which simply stated goes from StP via Ber, Mun, down to Mar and the WMS; and the north/south or "juggernaut" line, which goes from Iberia via Mar, Ven, Vie, Bud, Rum to Turkey. Other variants may or may not have similar lines.
