Is it possible for me to switch the positions of two of my units?
For example, (if I was Germany), I move Kiel --> Munich and Munich --> Kiel in the same round. Would they cancel each other out?

You cannot switch position of two units directly, they bounce. Even if one of them has support, if they are both your units, the rules prevent you from dislodging yourself; or if one of them was another power's unit, your unit could not move to the province that the attack came from.
However, you can use a convoy to switch the position of two armies. For example, if you had armies in Hol and Kiel, you could use a fleet in HEL to convoy Hol-Kie and then Kie can move to Hol.

Although if both of the armies were yours... you could PRETEND they switched... :-/

The example I provided probably wasn't the best— If North Sea and Ruhr are both occupied, and you want to switch the fleet at Holland with an army at Belgium--this would be more accurate in showing the situation I was wondering about.

Occupied by whom? If those units are all yours, you could move Belgium to Ruhr and Ruhr to Holland. If no one interrupts your triangle, you'll be set.
If the fleet in North Sea is yours, you can use Foxcastle's trick to swap the units.
Otherwise, there's no way to do it in a single turn.
