Results if no moves are submitted
If no moves are submitted and the country has to disband, how does the site determine what to disband?

I think that the rule implemented on webDip is:
I might be wrong, though. The official rules are somewhat ambiguous (see the discussion here: http://web.inter.nl.net/users/L.B.Kruijswijk/#4.D.8), and I don't think the webDip house rules are officially posted anywhere.

- Fleet before army
- Alphabetical

The webDip adjudicator stopped implementing the civil disorder disbands correctly a few years ago, but the issue got fixed. Or maybe they 'fixed' it by ignoring the convoy complication?

I imagine that they forgot to mention 'fleets before armies', but that the rule is still implemented that way before going into alphabetical order.4.D.8 - D - In civil disorder units will be removed by distance from the nearest supply center, allowing armies to move over any territory, and fleets to only move over places where fleets may move. If two units are at equal distance alphabetical order of the territories is used.

I believe the issue is still open, and that the actual implementation does not follow the rule you quoted. https://github.com/kestasjk/webDiplomacy/issues/188

It’s only wrong on world. Pretty sure webdip does it “right” for the classic map.
If I recall correctly, there’s a lookup table for it, so it’s probably an easy fix.
