World Diplomacy IX - Saudi Arabia

In the variant World Diplomacy IX, can I have a fleet on both coasts of Saudi Arabia at the same time?
I'm not 100% on how the separate coasts work.

No, it's still the same territory. Much like Spain or Bulgaria in Classic.
