I've had an experience in a couple of games where either myself or another player will move into an empty, neutral supply Center and yet it won't change colors or count towards our total. Why is that or what are the rules around gaining control of supply centers? Thanks!

You must control a supply center at the end of the year during the adjustments (builds) phase in order to take control of it. If you move into a supply center in the Spring, but move out in the fall, you will not control that supply center
