Rules for St P fleet.
Can a fleet in STH St Petersburg support an armies move from Finland to Norway?

If you can't move to that province, you can't support a move to that province.

But be careful with two coast provinces. A fleet in Gas, for example, can support F GoL to Spa sc, even though Gas cannot move into Spa sc.

That is indeed how the rule works, but it's only a one-way street (e.g. Gascony can support to Spain sc, but Spain sc cannot support to Gascony). On a related note (sorry, can't edit the preceding post anymore), you can also cut support in a mismatched coast situation, such as in this image:

Think of it this way. I have a fleet in Gas and a fleet in Mar. Two units that could move into Spa. If you had an army in Spa, without the rule, your one unit could hold off my two.
