Being Canadian, it seems a Canadian could fit this description, but almost all French-Canadian politicians were born in Canada, and the few exceptions don't meet the date range.

After doing some more research, I can say that a full 'yes' would be quite misleading, but that a 'no' would be just as misleading. I can give no more information on this beyond what I already have, but here's a hint:

This person's family was neither French nor spoke French natively.

With all due respect, you never did give a straight answer to this question. You only gave a hint about the extent to which French is spoken there, but you never addressed the other part of the question which was whether this person was a citizen of a "European country". Given the information you gave us in the hint, he answer must be either:
  • Yes, he became a citizen of a European country other than France, in which there is a part that speaks French and a part that does not
; or
  • No, he never became a citizen of a European country other than France
Could you clarify, please?
