Not a guess, because he was born in the wrong place (modern-day Belarus), but this guy would have been fun: https://en.wikipedia.org/wiki/Immanuel_Velikovsky

Just to keep things moving, I'll guess Volodymyr Shaian.

Actually I just realized this could easily be a prominent figure in Judaism. Not sure who though.

I think no matter who this person turns out to be, we will find he is not particularly famous.

It could be someone not associated with Russia or Ukraine and was just born there (or in East Prussia or something), but I have no idea who.

I believe that this person is more famous than all guesses, free or non-free, made so far.

Rabbi Menachem Mendelson Schneerson? (founder of the Lubavitch Hasidic sect)?

Wrong century, no?

That's him. Menachem Mendel Schneerson was born in Ukraine, but fled to New York, and became the seventh Rebbe of Chabad-Lubavitch. In his last years, many Lubavitchers took up the belief that he was the Messiah, which Schneerson may or may not have encouraged.

I feel kind of bad, though, after Hominidae's brilliant observation.

Once you said our subject was more famous, I started thinking about emigres to the US. That’s when I remembered Schneerson, who is substantially famous.

No need to feel bad. I'm glad someone got it. Great pick and great guess!
