Does this man's highest military rank correspond with NATO rank codes OF-8 or OF-9? For the British Army, these would be General (4-Star) and Lieutenant General (3-Star).

Not a question: please correct me if wrong, but do these hints basically limit us to south america? my geography is pretty bad...

There is a chance that the QM interpreted "North America" to exclude Central America and the Caribbean, but I really hope not because those places are definitely part of North America.

Also part of Oceania is in the Western Hemisphere.

I said you have lots of clues, but on reflection still lots of unknowns, considering there have been 18 questions. Still don't know what citizenship this person had, what army he fought for, or what WW 2 campaigns he was involved in.

General NEIL RITCHIE is correct! Born in British Guiana in 1897, he was Monty’s predecessor as head of Eighth Army, having held only divisional command hitherto. He was soundly defeated by Rommel at Gazala, and was busted back to a division on home duties. He later became one of Monty’s best corps commanders in Northwest Europe. Postwar he led British forces in the Malaya Emergency. He retired to Canada where he died in 1983. His career is a lesson in military leadership, and the need to ensure proper experience before being appointed to high command.

Good choice. This is one of those ones where I knew there had to be only one person who fit the criteria, but I couldn't figure out who.
