Diplomacy is done by diplomats, ambassadors, etc.. Warfare is declared by a group of elected representatives (at least in the modern day) and carried out by generals and troops. While a nation's leader does have a say in these things, most of the heavy lifting is done by the departments concerned. You could say that we are considering things from a WW1 point of view, but your grammar is wrong, then, as you described the actions as in the present tense, meaning as things are in the modern day.
