I feel like it's heavily implied to the point where asking would be a waste of a question.

This game is getting frustrating. A while back a QM told us the subject was in the Politburo during WW2, when in fact he was appointed in 1946. Now the QM tells us he is "living" and we cannot trust that that in fact means he is, you know, living?

I saw that complaint from a previous game. I didn't research it but it does sound to me like a blatant error. I hope never to make a blatant error like that.
