I wouldn't read too much into it. People never specify whether they mean natively or not, so I wanted clarification. Remember when you asked in a previous game if they spoke English? My response was that they spoke it, not necessarily as their first language.
Of course, this could also just be a smoke-screen trying to throw you off track and my call for clarification meant something. You can decide (:

Hmmmm, if they died as children and they were royalty (or non-serving), I wouldn't include them in 8 simply for being royalty. They would have had to have been active in one of those areas.
It's a bit late, but I will mention that he did work a government job at one point, it just wasn't notable at all.
