1984 published before 1970, but I would interpret it to work as fantasy (non-ultra purist).

Part of why I asked the human question is that I was thinking of something possibly like Watership Down where it was the "real" world but the characters were animals or something.

I just mean to say so long as you don't take the *most* narrow definition of fantasy, it's fantasy. 99% of people would agree, I think
