Ah... so we're potentially looking at a character from a famous film which had a load of not particularly well known sequels.
Guess: Is it the Robert the Bruce of the skies, commonly known as the Luck Dragon?

To clarify, this person appears to regard themself as something other than a villain, and is also regarded as a positive figure by many other poeple in <wherever it is that they are from>.

To clarify, fictional versions of a few "real" Earth locations
do appear in the story.
