I think there are only 2 candidates left. Most obvious is Neville Chamberlain, but he died May 10th, 1940. I guess the wording "Alive at any time since 1940" could be interpreted as "Alive at any point after December 31st, 1940", so may still be a valid answer.

I will guess Neville Chamberlain.

He died November 9th, resigned on May 10th. Same logic applies though.
