Clarification for QM: When you answered "no" to "member of the Entente", which Entente were you referring to? It was a poorly worded question, as there were several Ententes ("entente" simply meaning agreement, or understanding). Were you saying no to the Entente Cordiale (UK, France), the Triple Entente (UK, France, Russia), or the Entente in the sense of all the Allies of WWI.

Further clarification - did you mean the country was not a member of the Allies/Entente at the time of this person’s leadership, or at any point during WW1?

If this gets a "yes", I'll guess Konstantin Päts. I can't make a connection to the number, but maybe there's one there.

If it's a "no", I want to say it could be someone from Ireland (country code 353) but Ireland wasn't an independent country at all during World War I, unless you count the proclaimed Irish Republic in 1916.

The country code thing is very astute. I think that was the meaning of the hint.
