To the Sultan - I agree that we should quickly evacuate the Black Sea area as soon as we can secure our desired territories. Should my general and your general agree to this, I would be happy to move the fleet to Rumania. I agree with your statement that a strong France is likely, and with a strong central triple, we must stick together. As such, your movement out of the Black Sea and my fleet residing peacefully in Rumania is ideal.

To the Czar - hope you are doing alright. It seems you also have been shaken by my pact with Italy and Austria. As mentioned before, it was never meant to be an offensive alliance. However, if everyone is worrying about it, I might as well use it to gain some leverage. I will let you into Sweden as long as your main target for expansion is neither me nor Austria. Whether you focus north or south is up to you. I am sure Austria would be willing to support you in a Turkish campaign.

I haven't interpreted the three-way pact as offensive, to be fair. It's actually less about the threat you pose in the alliance and more about the Austria-Italian alliance and how that may influence action in the east. Regardless, I would love access to Sweden. I will agree to the deal. However, should any moves be made that are deemed threats to the Russian state, we reserve the right to defend ourselves however we see fit. Russia has no plans to make an offensive move as of yet, provided we are let to Rumania, and that your nation follows through with letting us to Sweden.

I am glad that we both see the value of moving out from the Black Sea area to focus on Western challenges. The Sultanate would prefer it if you took Rumania with your Ukrainian army, rather than the Sevastopol fleet--doing so wouldn't leave Sevastopol open for a build and would give your Rumanian unit options other than a move on Bulgaria or the Black Sea.
I appreciate your words of friendship, but I remain concerned that you have not yet made any concrete or specific promises about how you can help me expand. For you, not moving on the Black Sea this turn means securing a supply center--a move that is likely optimal regardless of our negotiations. For me, friendship with Russia means forgoing Austrian assistance into Rumania (which would at least leave it open for future expansion), and not launching an attack on Sevastopol with my remaining army and fleet. It also means accepting substantial risk--not moving into the Black Sea allows you to take the Black Sea, build an army in Sevastopol, and thus put me in a highly vulnerable defensive position. I want to work with you and am thus open to forgoing a potential attack on you, but I want to hear more specifics about what I can expect from you in return.

To the German general - I recommend heading to Belgium and Holland. The Low Countries are a necessary buffer between us and our western neighbors. As for the fleet and Sweden - I say exercise restraint and let the Russians have it. The Czar has promised to avoid picking a fight if we grant this request.
To the English and French generals - Feel free to bounce in Belgium, but if anyone is feeling generous, support into Belgium would also be appreciated, and would be taken as an overture towards a strong alliance with whichever power does so.

Im not really willing to give him 3 builds, so if we bounce him or something we could do some damage

This has been... concerning to hear that you would openly negotiate against me. But I shall nonetheless try to dissuade you from assaulting the me. Your benefit of working with the Russians is that you get complete control over the Mediterranean, the Balkans, Italy, and Western Europe. The specific center count would be up to you, but we'd essentially roll West, classic juggernaut. It's tried and true, works almost every time. However, we are playing with cunning players, so I expect that it will be more difficult than a simple swarm to the west. Also, by working with us, you no longer have to fight a northern front, you can stay safely on one side of the stalemate line, and should this go long term, your position will be better for stabbing me than my position will be for stabbing you. You'll have the upper hand in this alliance, with moves being relatively simple, whereas I'll have to fight the north too. Alliance with the Austrians will instead give you gains around the Black Sea, but you will soon be cut off by your own ally, and forced to fight there too. Austria can quickly get the jump on you in Rumania and Bulgaria, Sevastopol will be isolated and fall, and you're forced to turtle for all eternity. By working with the Czar, you will always have room to expand. I'll move the army to Rumania should you agree to the deal.
